WhatsApp is free to install and free to message, but it is not free to run — it runs on your internet connection, and somebody is paying for that connection. Most of the questions in this section are really one question wearing different clothes: who gets billed, and for what.
The short version is that WhatsApp treats mobile data and Wi-Fi identically. It has no idea which one you are on and does not care. Your carrier cares, your data plan cares, and your roaming agreement cares very much.
We use measured figures here rather than round numbers — a WhatsApp voice call runs at roughly 300 KB per minute in normal conditions, which is a number you can plan around.

Do WhatsApp calls cost money?
There is no per-minute charge from WhatsApp. The call consumes mobile data, so it costs whatever your data costs — which is nothing on an unlimited plan and potentially a lot while roaming outside your allowance.
Do WhatsApp calls appear on a phone bill?
Not as itemised calls, because they are not carrier calls. They appear only as data consumption, aggregated with everything else the phone did. An itemised bill will not name WhatsApp or list who you called.
